REVENUE MEMORANDUM ORDER NO. 14-2006 issued on August 3, 2006 directs all revenue officials and others concerned to respond to all communications endorsed by the Commissioner of Internal Revenue (CIR) or by the Office of the CIR within fifteen (15) working days after receipt thereof. In case a reply cannot be made readily available, the recipient BIR office should send a short reply to the sender/s of communication informing them that appropriate action is being made on the matter and that further communications will be sent to address their concerns.
