
REVENUE MEMORANDUM ORDER NO. 33-2021 issued on November 22, 2021 prescribes the improved policies, guidelines and procedures in the maintenance and operation of eLounge facilities in Revenue District Offices (RDO).
The eLounge facility shall provide taxpayers with free access to BIR electronic services (eServices). Shortcuts/desktop icons shall be created for taxpayers to easily access the following:
BIR eServices;
BIR Citizen’s Charter;
Electronic Freedom of Information (eFOI) Portal;
BIR Website home page;
BIR eComplaint System; and
BIR Online Customer Satisfaction Survey
The Client Support Section (CSS) shall be responsible in maintaining their respective eLounge, which shall be strategically placed at or near the Client Servic Area. It must be well lighted and with good ventilation.
For the sustainability of eLounge operations, the RDO shall allocate sufficient funds for Broadband Internet subscription from a third-party Internet Service Provider (ISP), office supplies, and materials through their regular funds.
The technical specifications required for the Broadband Internet Subscription is unlimited broadband internet connection or access with at least 20 Mbps DSL internet service. In areas where there are no ISP that can meet the above specifications, the RDO has the option to find any available ISP that can provide them better internet connection.
The eLounge shall be part of the RDO’s “queuing system”. A stand-alone electronic logbook (e-logbook) with prescribed template (in Excel format) shall be maintained to monitor the number of clients availing the eLounge facility and gather valuable data and information relative to eLounge utilization.
The eLounge shall be open from 8:00 am to 5:00 pm or beyond office hours depending on the client’s needs and upon the approval of the head of office (RDO), taking into consideration the requirements of the BIR Citizen’s Charter and the provisions of Republic Act (RA) No. 9485 (Anti-Red Tape Act of 2007) and RA No. 11032 (Ease of Doing Business and Efficient Government Service Delivery Act of 2018).
No personnel shall install programs or configure the default settings of thecomputers, unless approved by the concerned Revenue District Officer. A Systems Restore of the eLounge PCs from the previous and most current Restoration Point shall be used and encouraged at least every week to sustain the maximum performance of the PCs.
The duties and responsibilities of the RDO, CSS personnel, Revenue Data Center, Public Information and Education Division, Client Support Service and Clients/Taxpayers are specified in the Order.
