REVENUE MEMORANDUM ORDER NO. 28-2017 issued on October 13, 2017 amends
certain provisions of Revenue Memorandum Order (RMO) No. 42-2016 relative to the
reportorial requirements prescribed for the implementation of Republic Act No. 9505,
otherwise known as the Personal Equity and Retirement Account (PERA) Act of 2008.
The reports being required under RMO No. 42-2016 are reduced from fifteen (15)
to three (3) to make the submission and processing thereof easier for both the PERA
administrators and the PERA Processing Office (Audit Information Tax Exemption and
Incentives Division or AITEID).
The reports summarized in Annex B of RMO No. 42-2016 shall be discontinued
upon effectivity of this Order. Instead, there will only be three (3) reports required to be
submitted by the PERA Administrator to AITEID. These are Quarterly Report on PERA
Contributions; Alpha List of PERA Contributors; and Quarterly Report on PERA
Distributions and Early Withdrawals.
The template of the said three reports as well as the list of reports that are no
longer required for submission to AITEID are attached/specified in this Order.
BIR Form No. 2338 (Certification of Aggregate Amount of Qualified PERA
Contribution) and BIR Form No. 2339 (Certification of Entitlement to 5% Tax Credit for
Employee Contribution) were also revised by this Order.
