REVENUE MEMORANDUM CIRCULAR NO. 97-2017 issued on November 16, 2017 publishes the full text of Memorandum Circular No. 27, entitled “Directing All Concerned Government Agencies to Strengthen the Implementation of the Philippine Export Development Plan (PEDP) and Involving Other Relevant Agencies in the Development of the Export Sector”.

     Under the said Circular, the Department of Finance (DOF), through the Bureau of Customs and the Bureau of Internal Revenue (BIR), shall fully implement the Customs Modernization and Tariff Act; automate, streamline and integrate the import and export processes; implement policies on tax reforms; and streamline BIR tax compliance processes.

     The concerned agencies (as enumerated in the Circular), including the DOF, shall submit to the Export Development Council and to the Office of the President, through the Executive Secretary, the inventory of relevant policies, programs and action plans within sixty (60) days upon the approval of succeeding PEDPs. The same shall also be submitted to the Department of Budget and Management for budget allocations.
