REVENUE MEMORANDUM CIRCULAR NO. 90-2017 issued on October 30, 2017 prescribes additional mandatory requirement for all One-Time Transactions (ONETT).

     All taxpayers with the following transactions are directed to secure a Taxpayer Identification Number (TIN) prior to their application for electronic Certificate Authorizing Registration (eCAR):

a. Donor’s Tax – TIN of donee/s

b. Estate Tax – TIN of heir/s

c. Sale of Shares of stock – TIN of buyer/s
