REVENUE MEMORANDUM CIRCULAR NO. 78-2012 issued on November 27, 2012 prescribes the 2012 BIR Major Final Outputs (MFOs) and Performance Indicators for the Performance-Based Bonus.

       The BIR has identified its Agency Performance Targets and Key Performance Indicators, which are specified in Annexes A, B and C of this Circular. Accomplishments of the said targets
shall render the BIR eligible for the Performance-Based Bonus.
