REVENUE MEMORANDUM CIRCULAR NO. 72-2013 issued on November 26, 2013 publishes the full text of Department Order No. 052.2013 issued by the Department of Finance entitled “Formalizing the Fiscal Intelligence Unit (FIU) Under the Office of the Secretary of Finance”.

The FIU is the DOF data analytics unit in charge of the following functions:

a. Identifying potential revenue sources and leakages by analyzing data from the Bureau of Internal Revenue, Bureau of Customs, Bureau of Local Government Finance, and other revenue generating agencies attached to the Department, and comparing these with third party information;

b. Monitoring the revenue performance of the implementing offices of the revenue generating agencies in coordination with their respective statistics divisions, and recommending to the Secretary of Finance improvements to help achieve their targets; and

c. Other such functions that the Secretary of Finance identifies in the exigencies of service.
