REVENUE MEMORANDUM CIRCULAR NO. 68-2026 issued on June 22, 2026 notifies all internal revenue officials, employees and others concerned about the missing one (1) set of unused/unissued BIR Form No. 2313-R – Electronic Certificate Authorizing Registration for Transaction involving Transfer of Real Properties with Serial Number eCR202500610159.

Said form, which was reported as missing by Revenue Officer Charlie V. Palacay of Revenue District Office No. 20, has been cancelled and all official transactions involving the use thereof are considered as invalid.
