REVENUE MEMORANDUM CIRCULAR NO. 23-2015 issued on May 5, 2015 provides resolutions to Frequently Asked Questions relative to the issuance of a Withdrawal Certificate for every removal of petroleum products from the refinery, depot or any storage facility as reiterated and clarified under Revenue Memorandum Circular No. 50-2014.
