REVENUE MEMORANDUM CIRCULAR NO. 21-2017 issued on March 6, 2017 directs RDO personnel to refrain from requiring the Authorized Agent Banks (AABs) to submit copies of the Batch Control Sheet and tax returns/forms with returned/dishonored check transactions, for purposes of acknowledging the receipt of Report of Returned/Dishonored Checks.
