REVENUE MEMORANDUM CIRCULAR NO. 132-2019 issued on December 4, 2019 circularizes Republic Act No. 11186 entitled “An Act Converting the Northwestern Mindanao State College of Science and Technology (NMSCST) in the City of Tangub, Province of Misamis Occidental into a State University of Northwestern Mindanao (UNM) and Appropriating Funds Therefor”.

The importation of economic, technical and cultural books or publications, which are for economic, technical, vocational, scientific, philosophical, historical or cultural purposes made by the University upon certification by the Commission on Higher Education and the Technical Education and Skills Development Authority shall be exempt from customs duties in accordance with the provisions of Republic Act No. 10863 (Customs Modernization and Tariff Act).

All grants, bequests, endowments, donations and contributions made to the University to be used actually, directly and exclusively by the University shall be exempt from Donor’s Tax and the same shall be considered as allowable deduction from the gross income of the donor for purposes of computing the taxable income of the donor in accordance with the provisions of the National Internal Revenue Code of 1997, as amended.
