REVENUE MEMORANDUM CIRCULAR NO. 11-2009 issued on March 2, 2009 publishes the full text of Administrative Order (AO) No. 241-A dated November 10, 2008 issued by the President of the Philippines, entitled “Amending Administrative Order No. 241, Series of 2008.”
     The said AO amended Sections 1 and 2 of AO No. 241, which was issued to expedite the implementation of Republic Act (RA) No. 9485, otherwise known as the “Anti- Red Tape Act of 2007, and its Implementing Rules and Regulations (IRR).
      Section 1 mandates all government agencies to streamline and post the procedures for the twenty (20) most heavily utilized processes or services not later than December 31, 2008. Section 2, on the other hand, requires all government agencies to establish in their respective offices a public assistance and complaints desk and provide the public hotline number/s, which should be purposely set up to effectively receive feedback and monitor customer satisfaction, on December 31, 2008.
