REVENUE MEMORANDUM CIRCULAR NO. 5-2017 issued on January 5, 2017 prescribes the CY 2017 BIR Priority Programs, which shall address the BIR’s three (3) principal objectives, namely: a) attain collection targets; b) improve taxpayer satisfaction; and c) protect revenues and recapture public trust.
