REVENUE MEMORANDUM CIRCULAR NO. 115-2021 issued on November 19, 2021 publishes the full text of the letters from Undersecretary Charade B. Mercado-Grande of the Department of Health containing updates to the list of VAT-exempt COVID-19 products under Republic Act No. 11534, to wit:
             a. Letter dated October 18, 2021 containing the addendum to the “List of VAT-Exempt
                 Drugs and Vaccines Prescribed and Directly Used for COVID-19 Treatment”; and
             b. Letter dated October 19, 2021 and copy of the updated “List of VAT-Exempt Drugs and
                 Vaccines Prescribed and Directly Used for COVID-19 Treatment.”
              The Circular updates and supplements Revenue Memorandum Circular No. 81-2021, which published the consolidated list of VAT-exempt products and has become the controlling list insofar as the VAT exemption of items under Sections 109(1)(AA) and 109(1)(BB) of the Tax Code of 1997, as amended, is concerned.
