REVENUE MEMORANDUM CIRCULAR NO. 110-2019 issued on October 21, 2019 publishes the full text of Memorandum Circular No. 2019-121 issued by the Department of Interior and Local Government (DILG) calling on all Local Government Units (LGUs) and National Government Agencies (NGAs) to support the President’s directive to clear roads of illegal structures and constructions.
Said Circular entitled “Presidential Directive During the 4th State of the Nation Address of the President to Clear Roads of Illegal Structures and Constructions”, directed all LGUs to “revoke permits that give authority to private entities to occupy public roads, alleys and thoroughfares, observe prudence in placing street signs and signages to avoid exacerbating problems on obstructions and for local sanggunians to revisit ordinances and similar legislative measures to ensure responsiveness to said directive and consistency with related laws and policies”.
Likewise, the DILG calls upon other NGAs to work closely with the Department and the LGUs particularly in ensuring the following:
a. Ensure that official vehicles, those personally owned by officials and employees or those engaged in business are properly parked in designated parking areas and do not obstruct the smooth flow of traffic;
b. Removal of all structures, whether temporary or permanent, if any, that impede the movement of people or obstruct the sidewalks or traffic; and
c. Extend support to LGUs should they be needing further assistance from the National Government.
